Learners of English: When (more or less) do you plan to achieve your target of "total, confident fluency"? How will you get from here to there successfully?

This year? Next year? The mid-20s? 2030, maybe? Even later than that? Surely you don't plan to be "studying" English your whole life, right? So, what is your plan? 

Remember that if you don't have a plan for success, you're, by default, planning to fail. 

So, what (small or large) steps can you take now, this year, in order to get your English to where you want it to be within a reasonable, realistic time-frame?
