Recruiter Mode question

Hi, I'd like to hear in-depth how exactly Recruiter Mode works. Does it send messages to all new students? All new students in my language pair? All students who favorite me? All students who send me a message? How exactly does it all work? 
It all seems very unclear from the description of it.
