say/tell/speak

I have to complete the sentence below with say, tell or speak. I find this sentence really confusing. Take a look.
A translator (1)______ the president what the Chinese visitors were (2)_____ .
In (1) I would choose told or was telling.
In (2) I would choose saying, but speaking seems also fine.
What do you think?
