help me to understand

mistakes are a fact of life. it is the response to error that counts 
success is not final, failure is not fatal. it is the courage to continue that counts
could anybody really deeply explain me the meaning of the ''that counts''?
I do want to understand the meaning of the ''that', is it pronoun or not?
which part of grammar it is?
