"speaking about" and "speaking of"

Hello everydoby!
Could you please explain the difference between "speaking about" and "speaking of" to me? Why do I have to use "speaking of" in the sentence below?
"Speaking about / speaking of a big city, there should be means of transport which are plenty in number to carry crowds of people especially in rush hours and varied in price."
