Can you pronounce ع ???????

Why English Speakers can't pronounce "ع" in a correct way, due to no existence of such a letter in English. 
Not only English, there are several languages don't have "ع"
Attention: this doesn't mean all English speakers can't correctly pronounce "‘ع". Personally I know some English speaker beautifully pronounce 'ع"
