is it possible to learn English who can't speak?

First of all, I'm Korean who want to learn speak English, and this place looks like good to learn English.
I'm just wondering if it is possible to learn English on this site, even though I almost can't speaking and hearing English, I just know simple words like written this post.. because I'm completely beginner..:)
