Teacher vs. Student Responsibility in English Language Learning: Strategies for Success

Do you believe that the teacher is solely responsible for the student's progress, or do you think that the student has a bigger role to play in their own language learning? 

Additionally, what strategies do you think teachers can use to empower students to take more ownership of their learning?
