Travel, and the weather...

Hello everyone, 

I recently had a very interesting conversation with a friend of mine, about the perfect time to travel to many countries. He is of the opinion that September - October is the perfect time to travel as the climate, in most parts of the world, is perfect due to the seasonal change. 

What do you think? When is the perfect time to visit your country? I live in Cape Town, South Africa and I tend to agree with him. From September - November, here, it's the best time as the weather is warm, without being overpowering, the wind (which my area is known for) does not blow as gustily as usual and the environment is blossoming.
