Which sentence is correct ???

Hey, I'm from Berlin, Germany and this city will be in the history books for being not able to build/finish an airport. (Maybe you've heart about the BER Airport). Anyway, a tourist asked me yesterday how much money already has gone into this project. I didn't know how many billions exactly but I wanted to say one of these sentences: 

1) Building this airport has been taking eye-watering amounts of money.

2) Building this airport has taken eye-watering amounts of money.

3) This airport has cost eye-watering amounts of money so far.

Any advice ?
